You can't tell if it is a minion build or not... because while it has minions, it is not a 'minion build'. Staying in a lane though is more than just gold, it is also war score and opportunity for further kills. It is pushing a lane, taking down towers, etc. You are sacrificing all of these things by dying, just to get a little more gold and XP. Maybe you haven't noticed, but the team that wins isn't always the one that has more levels and a bit more gold. It's the one that kills the citadel first. You are comparing the gold cost of you killing them, to them assisting against you. You should be comparing it to them running from the lane, and you living. You stay in the lane, you get more xp and gold from that, and with your team fielding an additional DG for that time (while the other runs back to the crystal) you are more likely to cap flags, and get beneficial 2v1 or 3v2 situations. Always have some kind of exit strategy, or you are asking to get dominated.
The problem isn't necessarily the gold/exp difference, but that far too often you only THINK you are going to get the kill. If that guy has a 750 hit point health pot they pop, after luring you into their towers... then all you do is die, and pay for the pot (And then some). Pot is bad for you, mkay?

I had been assuming you got both, getting just one is pretty reasonable. Though I admit that I often opt for just the Boots though, but I also go with Blood of the fallen, and eventually land a heart of life. So these are pretty different builds in general.

Your progression is very weird. Mine 3 is such a huge upgrade that I can't imagine this build getting the pretty mediocre AF 2 instead of it at level 7. The only item you should really need with a spit build that you wouldn't otherwise, is probably a Vlemish faceguard. Items that give HP for the same gold amount give about 500. Lord-Orion, you are spot on, sell your precious items, and tech up your citadel. I actually pulled the opposite of this meneuvre a couple nights ago, where my team was getting pounded by the enemy. I sold my items and teched up to Giants with multiple health and damage upgrades, bought some teleport scrolls and locks, and we won. Yeah, good point there about Exile, I hate the map so rarely play on it, but locking a health crystal while you are using it, and others are charging you should be amazingly effective.
So, dare I ask, what does Pure Ooze get that hybrid doesn't? More inner beast and diseased clause? This seems like the equivalent of the AA regulus who doesn't get mines or mark. If you do not have item advantage over the opponent, your lack of dps just hurts too much.

Ooze doesn't typical drain your health by much more than the effect of it is decreasing the damage you take, especially the further into the game you get. Doing 50 damage to yourself, and decreasing incoming AA damage by 40% is almost always keeping you alive, and not killing you. Therefore assuming the you NEED to stack HP to run ooze is a mistake (Rather, Stacking HP is often a good idea regardless). Yeah, oak should handle this pretty well. Shield vs two UB is almost an 'I win' move. Blood + priests Negates most of the value of spit early on (unless you fight well poisoned). I actually think this is one of the easier setups to win now that I think about it. Oak shielding Regulus, healing both, while having snipe and mines for 2v2's or 2v1's, it really ends up a good scenario.
See, blade of the serpent can be used asynchronously with the abilities you want to cast again, meaning you can, literally, use it every 45 seconds, just to get mana. Essence requires you to have the mana need at the moment of casting. I guess you could spit on a tower for free, to maximize the value... but how useful is that really?
