Forget about the rates and focus on the actual numbers! Look at the top left numbers. When changing from government type to another the tax collected will greatly increase (check the number). Your spending will also greatly increase (check your military, social, research and maintenance numbers). You then need to rebalance your collection and spending RATES to keep you in profit. OK, just won my first medium galaxy with the new build. Took a bit of doing though. Decided that I couldn't beat the computer players in the colonisation race and so focussed on transports. Built lots of these and sent them to every newly conquered AI planet (only 3 enemies races were near me). Brad, crippling yourself long term in order to planet grab short term is a perfectly acceptable strategy. The human player just needs to be able to know when to make use of this, and the AI has to know how to get out of this problem later. Possibly by selling improvements or even trading some of these easily grabbed planets to another player for much needed cash? An AI that grabbed as many planets as possible and then sold a few to pay it's debts would be very dangerous. Imagine op
Nazghul, your Tech ideas are certainly interesting. I would be all for the suggestions on 'style' of civilation (military, tech, etc). The idea of not removing other tech trees but just increasing the cost is very interesting. This would led to games where research victories could be achieved well before every tech was researched as many techs were within certain styles. I do like this. all these suggestion would require some form of tactical combat and the AI would need to be very good at this. I do like rock-scissors-paper type ideas, where certain ships are better against other ships, but this requires lots more AI programming and careful balancing (especially with no fleets). Perhaps these sorts of advances can be added in later releases? Paul.
Brad, avoiding mega fleets is good, but there needs to be some way for a player to defeat that level 6 avatar. Throwing individual ships at it is not going to work! Maybe not allowing fleets, but increasing the attack value of each subsequent attacking vessel in the same turn? 1st attacking ship is normal, second is at level +1, third is at level +2, etc... This could achieve the same effect and be fairly easy to program. It may not even require a change to the AI. I li

Unfortunately, with the current planet grabbing rush, you either grab as many planets as you can at the start or die. Hence the strategy of upping spending and military allows you to compete at higher difficulty levels. Alex, I agree with you. I like difficult either or decisions. Especially if I'm forced by circumstances to make different decisions in different games. It makes for much higher replayability. Jack, The reason (gamewise) only a defensive ship would get defensive bonuses is to allow for non war mongering races to have a defensive strategy which doesn't involve having to build offensive ships. You want the best defense, it's a bit strange if the best defensive ship required
Gherardo, I would certainly agree with everything in your list. Another way of controlling the 'put my hat' tactic would be to allow orbital bombardment. This should be able to destroy small colonies. If a large enough fleet bombards a small colony it may even occur in 1 turn without the owner being sure of who did it (as he would have lost sensor views). Paul.

Therefore a merchant victory would not be possible against a larger military empire. Other ideas are very interesting, but need to rethink the method of economic victory. Javascout, when you start a game you do immediately change you economic settings don't you? you have 1000 credits, use them! Increase spending to 100% and then focus heavily on military spending. This will allow you to throw out colony ships every 2-4 turns (per planet). Once you have colonised every planet change production to focus on research and social. Head for Battleships and then set ALL planets to manufacture these. Do remember to reduce spending when you run out of credits, <
