This makes up the vast majority of the score. There is a slight bonus for playing as the opposite alignment as most of the players for most of the game. Then you're okay...if you're really worried, save the game and then retire. If you don't have a 0 score, you're okay to reload and continue. :)
I'm assuming you're worried about an Anomalous score. I can tell you that the treasury flag is only tripped by getting a lot of money in the early game so my suggestion is to keep your treasury around 5000 to 6000 BCs early on. Any more than that and you will risk going Anomalous.
I'm pretty sure both Genius and Incredible AIs get PQ bonuses (along with lots of others!)
They've made Terror Stars unable to fleet due to a bug that gave Terror Stars more than one movement per turn in fleet. Sorry...
If you have 100% on only one planet it will get the bonus.

It doesn't take many military upgrade techs to make a Death Knight a formidable foe against a Battleship. Unless you're strapped for cash, you're better off building the Death Knight.
Destabalizing minors is kind of overkill in my opinion, since they have always had the disadvantages of fewer systems. Of course, in the newer versions, this is not the case. I've always thought we should be able to spy on minors, since it's possible to steal techs through spying. If they continue to allow minors to be more active in the newer versions, it might be time to add this to the game.
An even better way of getting troops is to trade the enemy for their troops! They will gladly give you a Combat Transport chock full of their best combat marines for a couple of techs or a few thousand BCs. Conveniently, they are subtracted from the planet they are taken from as well, reducing the defense! LOL But to answer your question, yes...that sounds like it might work. But it might take more than one turn.

I try to keep my spending as high as I can while maintaining a positive income. It will vary a lot, so I don't worry if I start losing BCs for a while.
