Do I just build ordinary constructors? Any other special requirements. I option doesn’t seem to be there when I add a module to an existing star base. What is the module I have to add called?

How does one build the sun-destroying Death Star? I have the technology the should give me the option to build the module but how does one actually build it? It doesn’t seem to appear as a possible build anywhere.

Sorry for asking but I can’t seem to figure it out. I have the required technology (I think – treaties right?) but the option just does not appear when I talk to other reaches.
