How does one propose alliance?

Sorry for asking but I can’t seem to figure it out. I have the required technology (I think – treaties right?) but the option just does not appear when I talk to other reaches.

the required tech is ALLIANCES

...you must make another major or minor race's disposition towards you as CLOSE...this is closer than
FRIENDLY.

You can do this via lots of trades with that race where
they get the better deal out of the trade..your position
in the game...setting up alot of trade routes with this
race....them being GOOD and you being GOOD too..etc etc
etc

then you go to the diplomacy screen and you will see the
option of alliance there.
propose it until the letters are green..just like other
trade deals until you get an alliance.

Alliances usually occur later in games..but i got one
fairly early once.

Thanks. Guess I should have read the manual more closely. I’ll work on getting relations close.
