I checked in a fix to try to address the stuck tooltip. It's not a full fix, but if a tooltip "sticks" it should fix itself if you go back into the thing you were mousing over and exit it again. I've not been able to get a reliable repro for the tooltip bug which is why it's been languishing for so long. Hopefully this will help alleviate the problem until I can fully understand what's going on.

I prefer destroy buyout because when I purchase someone, I don't lose the sense of ownership of what is going on in the game. When I buy someone out, there's a tremendous influx of resource throughput, but I have no idea what I have. The cognitive load often doubles and it's not a welcome feeling, it's not a "yay, I did something good" for me, I get even more snowblind to all the decisions that have to be made. Hey everybody, Jim and I are working hard on the new UI. You can try out the new version in single player by going to options->game and clicking the new UI checkbox. You can only use it in single player. Please let us know what you like and don't like and what you'd like to see in the future. Our plan is to make the new UI the default in Beta 7 and remove the old version in Beta 8, so please let us know your "we have to have X" as soon as possible. Thank you

This is a known issue that should be resolved in the new interface. What is happening is that strings are being built on the server and are being sent over the network to the other players. In this case, the server was playing in Russian and building the strings in Russian and sending you the game messages in Russian. These strings should not be constructed on the server and instead should be constructed on the client for multiple reasons. This issue will take some time to wor
