I had a simular problem with Citeis Skylines. What I did was run was run "Game Cleanner 3.0.9 then I restarted the computer and all was well. Another fix that was done in the past was when the game got stuck to go to the main menu. the rest is somewhere hiddding in my brain.
they went from Alpha to Beta adding and changing things. Just start a new game form scratch and see if saving it to a new save then overwrite the save as the game moves forward. If it still crashes then send the save game in to them.

Explaining things in the set-up is a good idea. This way the new players that have no idea of what is what can still have fun.
Sounds like you want what GCIII had.

You could also tweek what it does depending on the type of govt/ideology the civ has. The Drengin would not be hurt by war as much as the Alterians.

I would think he wants less stuff on the screen.
That and people will complain even though this is Alpha. And complaints leads to bad Steam numbers = less sales
To remove the sector bottle neck you could add an late game advanced tech to allow sector to sector travel directly and by-pass military choke points.

I would go with 25 - 50% depending on the type of govt you have.
One of the traits of leaders; I think, is that as Govenor they will run back to the pool if the planet is invaded.
