In such case the accounts need to 'mesh' in order for the site to recognize the user as a legit custumer and grant the propper user level, status and benefits. The wallpapers must be set manually unless they are included in the WB folder, on which case thay can be set automatically by checking the 'Apply any wallpaper supplied' box on the WB Configurations.

Well from the list above you are requesting a custom IconPack of about 100 icons. So I would say you are looking to spend $300-400 USD
The correct order is [Left, Right, Top, and Bottom] This applies on both Sizing and Content. The sizing margins will enable the stretching/tiling of the image while retaining the aspect ratio of the corner and/or edges (as you mentioned) The content margins will determine the position of the text/icons within the size of the image.

A bootskin and a wallpaper are not the same thing. Taking a nice wallpaper and converting it to a crappy pixelated image is so wrong I have to contain myself. Totally agree on this.
