The way I understand it, Microsoft has taken great pains to keep the regular desktop and the Metro world separate, so they restrict a lot of the interaction that is allowed between the two. Since Tiles is a desktop application, I believe (and I'm open to being wrong here) that it can't access what it needs to in order to handle Metro apps.
