There should be a checkbox option in the 'Tools' section of the configuration that will disable Fences. Depending on your version, it may be in the 'More tools' subsection.

You may already know this, and I only mention it as a temporary workaround, but anything Stardock Central would install, you can get an installer for from here: http://download.stardock.com/ That way, while you try to get SDC up and running, you can at least get your stuff installed.

Specifically, run the program as admin, not the installer. The issue is that the folder it's trying to write the activation signature file to isn't allowing the file write operation due to permissions issues. Running the program as admin allows that to happen, as the program is calling the activation, not the installer.
