I am sure it wasn't intended. Number crunching to find tricks like that is usually why pros are pros. You can call it dirty and cheap, but most people say that is strategy. Of course, this will be nerfed, because this is actually too good.
To be honest, any form of banlist will end up causing harm to innocent people. There are no system you can come up with as the "perfect" solution. So, you'll have to find a way to cause the least amount of harm to people who don't deserve it. Now, besides that, there should be ways to lessen the harm of rage quitters. For example, asking the remaining players to vote on whether or not to put an AI in place if someone leaves is a start. I would rather have more
There are also specific people who doesn't realized they need to upgrade their nintendo 64 so they can play new games, and also to actually update, defrag, and disk-check their machines regularly, else everyone is forced to slow down to play at their speed and make the game feel laggy. Then again, most people don't bother reading the instructions for anything, so maybe my expectation is set way too high.

They need to realize 8 heroes is not enough. In fact, I don't know why they never bothered to distinguish between light and dark based on units and design (changing color is so pre-2000). Actually, Demigod kills give so much gold, you just have to find out who is the worst and farm him/her. Then, spend your gold upgrading and it's game over. Yes, the Demigod kills net too much gold. A decent team can easily gank and become unstoppable. The only solution is to stick next to your teammates, which then would make the gameplay more restricted, and thus not as fun. However, you can also argue that they are promoting teamwork as a priority.
Actually, people can do whatever they want. Punishment only serves to make them hesitate and think about it before acting. Any discussion about right and wrong is a point-of-view, and does not reflect everyone else's view. Thus, it can be assumed that all this talk is useless, because people will continue to do what they want, despite of your preference toward their actions.
