i'm pretty sure that the "wait time" is amortized. Challenger players will always have their "calculated wait time" as 1:30 or whatever but that is almost never the case. Since Riot removed clamping it is much easier to climb (up until Diamond V) due to the nature of win streaks and how they affect promotions versus the natures of lose streaks and how being demoted works. Win streaks generally "overpower" lose streaks, since it requires multiple consecutive losses when you are already at 0 LP in order to demote. Anyway, the first one is kind of nice in laning phase (it's a health pot and a 1.5 mana pots every base assuming you base ~3 minutes), but with how popular manaless champs are... you have to kill dragon 5 times before you get a significant buff out of it (and even on live, +5000 gold is huge). Which means you don't get it until 40 minutes. Then it's nearly a permanent baron buff... The first two buffs aren't even really useful for anyone other than mages midlane or mana-hungry junglers. Supports, i guess. "Anyone" can't jungle because if you do a "late" invade @ 1:50 or somethin, you can ward the buff then wait at the other buff. Whatever buff they do end up going to, you kill them.
