I havent played D2 for a couple years, but a solution to one of those problems...dont play in public games. Make your own game, use a pword and collect some people to play. Yeah the infinite Baal runs were kinda ridiculous. Sentient species taste better...

Influence starbases have a local effect, not empire-wide. Yours was not producing enough influence to noticeably affect your sphere of influence. If you built one in empty space with no competing influence, you would see the effect right away. I suggest upgrading further or building more of them. You can even flip allies planets in this way. One that I will recommend you dont see is Roswell. We tried it recently and it was pretty awful. It's basically a teen drama (I wasnt aware of that beforehand...oops), but some of the angsty teens happen to be angsty teen aliens.
