I solved the problem by going into the prefs.ini and changing the default resolution to 1280x1024, which is all my 19" LCD supports. Thanks for the suggestion though, but I think I'll keep the new drivers.

ATI Radeon 9250 is an OLD OLD card. Get the GeForce 6600 GT w/ 128MB DDR. You'll be happy you did.

I just bought the game today. I got it home, updated it to 1.11, activated it, and it won't run. Just shows a 1024x768 black box on my desktop. I have to kill the process in Windows XP SP2's task manager. The GalCiv2 process shows 0% CPU usage and only 8MB of RAM usage. I even tried to download the 1.2 beta 1 patch. No luck, same problem.
