There's a button somewhere in the relations screen that allows one to leave the UP. Be warned that you lose the ability use trade routes when you do this. . . I think there's some other disadvantages, but I can't remember them right now.

The starbase's area of effect is irrelevant with mining bases. Even if the resource is on the opposite side of the galaxy, you will still receive the benefits of mining it. The effect is global, after all, affecting your entire empire.
It failed to initialize D3D, which indicates either a failed/corrupted driver installation or your DirectX installation is screwed up. Run dxdiag and run the D3D test within.

Technically you shouldn't be able to put more than one construction or trade module on a ship. In the odd case that you manage it, there will be no difference. It just costs more. It certainly would be nice if multiple construction modules had a benefit, though. . .
You can declare war diplomatically. Just tell someone else who you're going to be attacking -- preferably someone who's not exactly on friendly terms with your target. It's a pretty useful way to buy alliances or just plain better relations.

The campaign has a limited tech tree. Other parts of it will become available as you progress through the missions.

I saw #2 alot in a recent game. The stack of death was just 5 parsecs from a planet I had recently captured and instead of trying to overwhelm me -- which probably would have been successful -- only one fleet at a time approached me.

Not a bug, but a design decision that was made after the manual was printed. This is being changed in the recent beta patches.
Your video drivers are almost two years old. Update them. There's a new version that was released last month.

*Sigh* i've posted this thread a dozen times over... i get them too, but at random times during the game and sometimes with an IRQL_NOT_LESS_OR_EQUAL message. I don't think that's a game error. IRQs are only accessed at the driver level.
A planet's population cap is based on its quality. The GalCiv2 wiki has all the details. To figure out the number yourself, take the cube of the quality plus one, and multiply the result by 0.02. For example, a Q5 planet. . . 0.02 * (5 + 1)^3 = 4.32 billion

Both. Video drivers are ancient and virtual memory should probably be a minimum of 1.5 GB.
I have seen more than 4 in a sector, but they belonged to different races. So I'm curious as to if it's really 4 starbases per sector belonging to 1 civ? Yes, it's four per civ, per sector.
