Starbases are Uber. With a pretty reasonable effort, you can put together a military starbase that is nigh-invulnerable to attack and gives great bonuses to any of your ships fighting in its sphere of influense. In any event, as others have mentioned, at every intelligence setting past "intelligent", the AI is the same, but it gets bonuses that you do not (cheats).

IM not entirely sure Ive manged to communicate my notion of things here. Perhaps some are reading more "ambition" into it than I intended. With few exceptions, most of the modifications I propose here are purely cosmetic. Art assets are easy, albeit time consuming to do. The only area Im over my head in on is the adding of the race specific techs. That would likely require additional material, like an sdk beings released by stardock.
