It does not always happen though, in the same game the iconians made such a hash of their planets, the drengin built planets which were all perfectly respectable with almost every tile used. They were both on incredible (i checked). The iconians expanded well etc, so in other aspects the iconian AI was performing as expected.
also relevent is how far through the game is this? obviously this is pretty bad at any time much further than 10 turns in, but would be interesting to know. I have seen a similar sort of thing (not quite so extreme) late in the game against the iconians. difficulty was masochistic, and I did check the foreign policy to see their intelligence (having been bitten by that bit of strangeness before too). When it happened to me it was a fresh install (on a laptop) updated straight away to 1.2 before playing. It happened the first game I played on that install. I didnt touch the individual intelligences at all, just the overall slider to masochistic, and somehow ended up with 4 incredible races (what they should all have been) and two subnormal races. cant even have been random intellegences set without me noticing (i'm sure it wasnt anyway), because that only changes each intelligence

I played a game where I put the overall difficulty on masochistic, with 6 random opponents (but NOT randomized intelligences), and in the game two races were doing next to nothing. I was confused until I checked their intelligence (Check the races intelligence in the stats tab, under miscellaneous) and noticed they were somehow set to subnormal. something similar has probably happened with you. yes, planet development is better in 1.2, but still plenty of room for improvement. I captured a planet in a 1.2 game a little back that had a precursor library - which the computer had built a non-lab building on X( and some AI planets (maybe the later ones they colonise) seem to take ages to get up and running with a decent number of buildings, as you say. Thankfully i havent got the extreme you mentioned so far though. maybe they're researching up the factory tree too qu
I usually specialize all three (or more if i capture one ) capital worlds (a must), then I usually have a few more specialized economic worlds with high pop (depending on how big the galaxy is), and then the rest are fairly balanced between tech and manufacturing (no advantage to specializing these really)

well, it cheats beyond intelligent (or tough overall setting), so I guess the answer to that is that it depends on your difficulty level. some of the AI's (drengin in particular) seem to focus on weapons research early.
How about for the Yor - Trouble (Pink) would have gone quite well with the drengin too. (dont think i know that song, but sounds quite appropriate!) maybe... you wanna be a spaceman (Oasis) for the terrans? can't think of any others at the moment.

I like the sound of things too. sabotaging tiles could be ok - imagine sabotaging that 700% manufacturing tile! and i guess you could sabotage multiple tiles on a planet too. will be interesting to see how it works! my favourite improvement is the planet categories, will definitely make the early game more interesting and fun. being forced to colony rush to have any chance was a bit annoying. This change will make actually exploring more important, maybe.

Good old squirrels! i use their picture for my custom race. however, they were probably just stupid, the minor races dont really have much AI. sometimes even the full races take a few turns to decide to do something with some free ships. 2. Goods - you get all their planets, of course! also take over their resources, and get a few techs when you conquer thir planets. 2. Bads - takes a bit of effort, and may affect your relations with other civs, they may get a bit worrie
I think you can go to microsofts website and get a service pack 2 cd sent to you for free, though it will take a week or so. as for swap file, right click on my computer->properties->advanced, click on performance settings->advanced, then click change in the virtual memory area, and put the max up to 1 or 2 Gb if you have the room.
