Problem with Quark 6.5 toolbar

every skin i use is cutting my quark toolbar in half horizantaly. i tried working with the omit app to skin pref but that isnt working at all. i went to uninstall and the stardock central uninstall wizzard crashes. i tried going back to the WinXP skin and its still cut off. it was working fine this morning. any tips for a fix?
