why couldn't make the dock always on top?

If I maximize a window, the dock will go behind it. Anyone has a clue?

ObjectDock, I assume....... right click and empty area of the dock and select "Always on top", or open the ObjectDoock Properties dialog > Positioning > Z-Ordering > "Always-On-Top"
