Sorry to hear you are having issues. But, I have Start11 V1.21 and Startbutton do change on Windows 10. Do you have any other app installed that controlling taskbar too?

As it turned out, in the settings of your second Curtains program, which is installed on my computer, the Apply style to the Start button is enabled by default. I turned it off, and now the Start button changes. The matter is closed. Thank you.
