While using the beta of start 11 every so often my task bar got locked at the top of the screen. I had managed to get it back to the botom by fiddling with the settings of Start 11 and Taskbar in settings. Now it is locked at the top of my screen.

Sorry to hear you are having issues. Need to know what version of Windows (use Winver.exe) and Start11?

I had that happen to me once before. I was able to fix it by restarting the explorer
This was a problem in 1.16 which should have been resolved in 1.17.
