Position of Fences
Can't position Fences to top of screen (any more)

The top edge of my fences were at the top edge of my screen.
I widened one fence near the left of my screen, causing the fence to its right to (almost) disappear.
When I tried to move the other fences to the right, I could no longer place them at the top of the screen.
When I tried to do so, the fence (almost) disappeared to the bottom of the screen, leaving only the title of the fence.
(I could no longer see the icons until I hovered the mouse over the title of the fence.)
