Groupy not working

It just doesn't work. I drag a notepad over another notepad's title bar for some seconds and nothing happens. I really wanted this to work to purchase a license so I'm trying with this forum.

Windows 10 Pro 64bits 20H2 build 19042.906

Update 11:26 6.6.21

I could make it work by holding the ctrl key while opening a notepad but I need it to work by hovering.
