Can't delete FencesMenu64.dll

Hello, today I installed Fences onto my computer after resetting my PC and I realized I installed it in the wrong folder. So I first attempted to move all the files into that folder but it said they were in use so I just decided to remove Fences from my computer then I would reinstall it in that folder. But when I tried doing the purge and reinstall they were still there. I thought maybe I did something wrong so I tried again but each time it said "Access denied". So I forcefully removed all the old Fences files from my computer but I can't get rid of FencesMenu64.dll due to the same issue. I have tried using the Command Prompt to remove the file but I keep getting the Access is Denied error. I then tried removing it from my memory but it kept giving me a "filename, directory/ volume access not found" error. I really want this file off my computer since it isn't needed as I have another instance of Fences that works just as intended, where I want it.
