When did the majority of people start

to obey the first law?

When the first law was written,

or

When the first police were assigned

to enforce it?

When someone shop lifts from a store

and leaves the store do the police

arrest them or ask them if they would

like to pay for the items?


The solution to some problems

is to not solve them.
