In the buracracy that is America, telling Hawaii that the highway that i under the system and paid with tax money from the state and government, they just have to call it interstate. It is all in the same branch, same money, and is a state. SOOOOOOO.... therefore it is offically a Interstate highway system.

I do believe thier are some highways and byways that do not leave the state but it is apart of the system of money.

If Puerto Rico becomes a state, it will have interstate highways too.
