How To Make Shiny Circles

Can someone show me how to make shiny circles like the one above? Im still stuck trying to get the oval "shiny-looking" gradient. Note: Image above is part of WickedP's wall Blue Orb Pack, which is available here: https://www.wincustomize.com/skins.asp?library=8&SkinID=20709
