(To site admins) Where's my skin??

Alright, can any of the admins tell me why the following SysMetrix skin refuses to show up in the "general" list?

It's the second time this has happened (same skin), and the only way I (and I would assume, anybody) can gain access to it is by clicking on my "View Author's Skins" link.
Yeah, I know about the "please wait 5 days" bit, but this skin was last submitted over 10 days ago, and it's still not listed in the "general population." Hell, about a half-dozen skins submitted after mine have already made it up there. So what gives?
