I need Help please. Weird WBA format?

Sorry, but i'm not very experienced with skinning, Installing Icons Etc. I just downloaded this nice looking theme from this site
http://www2.wincustomize.com/skins.asp?library=1&SkinID=3088 but it's in a weird format, any help will be much appreciated.Thanks!

My windows wont open it, when I try opening the file, the ''Open with'' Window pops up. I guess Windows isn't recognizing the file?
