Whats a program to set Desktop Size?

I recall having a program that would allow me to choose how windows are maximized. For instance I could make it it so when I maximized a window there would be a 1 inch gap at the bottom, displaying a part of my desktop.

I have most of the Stardock products but I don't see this option available in any of them.

Anyone know how this is possible?

With WindowFX you can set the maximum size a window will maximize to. With DesktopX, you can configure it to reduce your work area
