I've noticed this too. I'd describe it more as the map having too much inertia than just moving slowly. If I'm scrolling with the arrow keys then it will take a few seconds for the map to start moving at a reasonable speed and it will continue drifting for several seconds after I release the key. It isn't tied to a specific zoom level. If I change the zoom and then return to the original zoom level I can scroll around just fine. Also, using right-click to move
