But the Arceans seem like nothing more than a proud and mighty empire there for the Drengin to conquer, so now I think they're actually more likely to get the ax. On the other hand, we know what happens to the guy we thought was the bad guy when the real bad guy shows up, so maybe it's the Drengin whose days are numbered. Wouldn't a human player do the same? When I was loosing in a "fictional" multiplayer game - I would give my ast colonies to somebody else as well. Isn't a human player's tendency to bail out on a game when they're losing one of the stated reasons most people in this forum wouldn't use multiplayer, though?
Personally I'd have liked for there to be a mini-expansion with new ship parts, so I could opt out of paying for that part and still get the real expansion. Unfortunately my interests run counter to Stardock's in this case.
I'd say yes, it should, but I don't care about it enough to make the developers search through the code for every place it casts something to an int and change it. But I wouldn't mind if they were going through the code anyway and changed that wherever they saw it.

I don't have a reference to cite, but I'm pretty sure Brad's said that as long as both copies weren't being played at the same time it was cool. I think we're on the honor system as far as enforcement, though. (Another example of Stardock treating their customers like customers instead of thieves.)

I'm not using the beta patch, but on 1.0X.1, my home planet, a class 11, had a cap of 10 billion, and a class 12 planet of mine had a cap of 5 Billion.
