I object to the "not essential" part of your statement. Remaking redesigning my ships every game does not sound like fun to me. And there was a whole thread in the dev journals discussing how many accessories should be allowed on ship designs submited to the new Library, to allow lower end systems to load them, so I don't think there's much chance of this not getting in.
As this feature is already in the original GalCiv, I don't see any reason why it wouldn't be in the sequel.

DirectX's error messages generally aren't very helpfull. When I first tried using the AP map editor with an outdated video card driver, the Microsoft-provided error message suggested I install the DirectX SDK (a 222MB download, BTW).

I'm willing to give ship design a try. I trust Stardock to make sure micromanagment doesn't get out of hand. Some standard set of ships will probably do for most situations, anyway.
If you're looking for a way to give yourself an advantage over the AI, all you have to do is turn the difficulty level down.
