Thanks for the info on the terrible weapon quest. I had the same problem with it and can confirm you get bad morale for nothing.

2.5 update in Galactic Civilizations III Stardock.net Forums

I really enjoyed Crusade and I hate to say it but the population caps/food changes in 2,5 make starting out horrible in this new version. It takes forever to build enough population to even colonize a couple of worlds. Having to build multiple farms with crapo technology early in the game eats up your usable tiles. Going back to the previous version until you sort this out.
