You're looking at the costs for Scavenger HQs. Scavengers use Carbon instead of Steel for buildings and upgrades. Robotic, Scientific, and Expansive HQs all use steel to upgrade their HQ and for most of their buildings. Using 50% less of it is a big deal and makes it much cheaper to replace unproductive buildings.
