It depends on what kind of skin you are trying to do. For WindowBlinds, SkinStudio or just plain old notepad or objectedit. ObjectBar has it's own built in "editor", as does DesktopX iirc. hmmm...i haven't played with the ie toolbar transparency, but i would guess you would look at the toolbar section under the controls section in skinstudio. There are some transparency settings there for toolbar background. I have similar problems in generally wanting a white background to work on. If I find a skin that I really like, I usually just change the background if it is not white. The easiest way to change the background color is with Skinstudio. Open up SkinStudio, select File/WindowBlinds/Open Current Skin. The issue isn't as much bandwidth as server capacity. This site is very database intensive as the pages are all dynamically built from the database. When the site is being accessed by several hundreds of people, the database has to get a lot of the data from the db to build the pages. Bandwidth is still a major issue here, but not the only issue having to do with the "server busy" message. It is my understanding though, that both the server and bandwidth issues are being worked on. Hopef
Do you have webblinds installed? If so, you can change it to use the current windowblinds skin. In IE, select Tools/Webblinds Options iirc
It's working ok for me. I think I read in the past that this might be caused by the discussion\WinCustomize.ini file being corrupted. You might try deleting the file and letting skin browser rebuild it.

you can exclude iexplorer.exe from being skinned by Windowblinds if you want IE to have the classic look.
