It would an insult to the ability of Russia to enforce its agreements with Iran and its own sovereignty. The nuclear reactor does not fall under the Nuclear weapon rules and Russia has an agreement that it will ship all fuel in, and fuel out. If they can do it it removes a huge argument that Iran has for going after nuclear fuel and technology as it will have the nuclear power it says it needs but without the ability to get weapon grade uranium.

I don't think they will do anything at all. Attacking it is tantamount to an accusation that both Iran and Russia are lying and if they do that Russia will have no reason to go along with the west with regard to Iran/Israel.

I think the title of this is misleading. The only people in the article linked that are asking for an apology are members of the 'Japan Confederation of A- and H-Bomb Sufferers Associations'.
