DMF, The only reason that a custom design won't be available is if it required a component that you haven't unlocked yet. Or am I misunderstanding?

Some alien species don't have the physiology for vowels. We have ships designed to cater to them. +15% is a pretty healthy bonus -- more than a citizen (+10%). Also, the +% bonuses stack with each other which can lead to some crazy bonuses, esp. late game.
