How to build Starbases?? in Galactic Civilizations II GalCiv2 Forums

What tech allows you to build a starbase anywhere? As in not on a resource? B/C my Create Starbase button is always greyed out

if you can download the enable collector's edition update, and the 1.0D1 patch, and they both install ok, you should (99% sure) have the CE content.

i really wish it would work for me too. i have a work-around, i was finally able to bind the "middle button" command to my mouse's "fast scroll down" button, it's right above the mouse wheel, and it works, but it's a pain not to just be able to use the scroll wheel button. even when i bind the "middle button" command (via logitech software, as above) to the scroll wheel button, it doesn't work

SOLVED, i deleted the "CurrentCustomRace0.raceconfig" file in "C:\Documents and Settings\XXXXXXXX\My Documents\My Games\GalCiv2" directory.

I was expirimenting with setup for the terran alliance. I noticed that there are certain preset qualities for every civ. However for the TA, there were still 4 points available (mind you this is the first time i started the game). I canged one option and it was added, but THREE options disappeared from the default list! (and i still had 2 points left). When i hit clear it all went back to normal. This only happened for the TA. OK, i know i'm supposed to use the "middle button" to rotate the map... UM, so yea my mouse doesn't have a middle button. It's a Logitech Mx700 (it's a new mouse, it has left, right, zoom wheel (and wheel button, which i assumed would be the middle button, but it doesn't work), and verious other buttons). I disabled the mouse software, still can't rotate the map. Enabled the software and set one of the button's functionalities to "middle mouse button", but i still can't rotate the map. WHAT

I reserved a copy of the game at ebgames this monday, i dunno if that counts as a preorder or not. Anyways, they actaually got some copies in today (Southern Louisiana). My question is, is my copy part of the first run? does that make me eligible for the collector's edition content? When i registered my serial and went to downloads, i could get the Bonus 1.0D update (is there another one coming?) and two other downloads, Enable collectors edition content, and the same Plus desktop theme. Hey guys, do we actually know whether or not stores like EBgames or GameStop (where i reserved a copy) are actually going to GET the game in stock TODAY (friday), or whether it is just now being SHIPPED to them today? What's been the big hold up, were any shipped out on the 21st?? Anyways, what are the chances of stores actually having it TODAY? Or should i just download the game and have stardock send me a box?
