https://www.wincustomize.com/explore/windowblinds/7405/ this is what i downloaded and it won't let me active/use it cause it's only 653 kb file

how do i download and activate to comp? in Windows Vista WinCustomize Forums

i download the file but it only comes up with a kb size file and it won't let me put it on or anything can anyone help me and guide me through this issue?? i also have winrar is that what's causing this??
