IMO there is no point in "no pausing" the game when a city (or unit) is idle. I like the solutuion from CIV 5 - no orders, no end of turn. It's simple and works perfect.

[bug] tactic battle hangs in FE Support Elemental Forums

Game hungs up diring tactic battle against poisoned cave bear. Happen before it's attack, after casting on him curse and blindness. Repeatable after game load. Ok, I've checked, that it' dosn't matter if I put any effect on the bear.
