I just installed WB and I am having the same issues, taskbar will lock up but will eventually free its self and open everything I clicked on, I am running Win8.1 and have 4 monitors running over a Lenovo dock and two DisplayLink USB Video cards.. I am testing the DisplayLink fix to see if its causing the issues, I am pretty sure that is what is causing my issues.
