Will that solve the regenerating problem? I'm putting a ton of lead on the target, but nothing's working.

Ok, here's the following situation. I am facing a Vasari Rebel opponent who is sharing my border. I am Vasari loyalist. This is a single player skirmish against the AI. After losing an engagement with a major force and losing about half of my capital ship fleet, I had to stop a major incursion by this enemy, who brought a level 10 titan, a couple of capital ships, and a medium sized fleet.
