It actually limits the FPS to the refresh rate of your monitor... Hence vertical sync. With most LCD's its 60Hz, your line frequency, but some use 70 Hz, and CRT's can use any number of refresh rates. The key being when it locks your FPS to your refresh rate on your monitor, you won't see any tearing. other than that, I don't know any programs off the top of my head, aside from the mentioned issues it would fix, why would you want to limit your fps?</p
