It's highly doubtful. Steam does provide free keys to developers if they want to sell them directly, but one of the stipulations is that they can't be used to favor non-Steam customers (since Valve isn't making any money off them). If they offer a discount or deal using those keys, then there should be a comparable discount or deal offered to Steam customers within a reasonable time frame. Also, if it appears the developer is abusing the system, Valve will stop issuing keys.
