Other parameter to consider is the number of habitable planets. If that is set to low, it is a super ability. If they are abundant, then it is meh.

Another concern is the mix of ideology choices. Some ideologies appear to be more common during events than others.
I am playing on Win 11. I have stability issues with Win 11 in general. For some builds of GalCiv4 it was crashing every few turns. Overall things have been getting more stable for both. It has gone from multiply times per day to once every few days.
I am in your camp. I am very new to GalCiv2 only buying DL a few weeks ago and just love it! Now I want to get the expansion bundle, but there is no option to receive a CD copy.
