You can't build an ultimate 'Super Project' invincible ship killer voluntarily. Even if you can build an invincible all-killing ship, nothing stops you from building more of them, and eventually some freak Peacekeepers will show up and revoke your invincibility. The Mass Driver bombardment doesn't wreck the planet if the invasion fails. It just kills off lots of population. Stardock made it like this so that people couldn't go around bombing planets into hell with empty transports, but they activated this exploit in the process. I design a base cargo hull 'utility chassis' template for each ship style, and bolt on the necessary modules to that chassis template whenever I need a constructor/miner/transport/surveyor. The most useful building to build on a 100% Approval 'Mystic Spring' tile is the Counter-Espionage Center.
