How about this... -2 point penalty for non-submittions, NO MATTER WHAT, unless the person informs us that he will not be able to submit for this round. I think this is the best way to do it, as it is not complicated like the -1 the first time and then make it higher; or -2, -1 then just eject him from the league. Instead of a sudden, "Blah Blah planet has revolted and joined up with Blah Blah", why not make it better? When your enemies influence around your planet is 4x that of your planets influence production (or when the little revolt sign shows up), a few squares on that planet should turn red and have a transparent revolt sign over them. Simply, is the third world war a possiblity? Theoretically, if one country luanches (sp?) a nuke, will the world be destroyed by the splitting of atoms? If anyone thinks we are getting beyond common sense with penalties and the like, and feel they want to go else where, then we have not done our job in accomodating them. This has gone too far, how about this. -2 point penalty for a non-submittal NO MATTER WHAT , unless they inform us that they will not be able to submit. That is the simplest, best way to do it.
