Yes, this does happen. It seems to happen most often on maps with multiple stars, where the game places the stars too close to each other and individual solar systems overlap. This seems to cause problem for the fact that phase lanes dissapear, the planets appear very faint and many units are not visible as icons. I recommend playing games with less stars.
