I think one of the complaints about surrendering is that the AI is failing in many cases to consider external pressures on the player which might cause the war to shift direction at some point.

Actually, I've also encountered stuttering sometimes, but with no obvious reason for it. It sometimes happens early, sometimes late, and it appears to affect any screen. I can only summise that Windows thinks the PC is idle and so has begun indexing the disc or generating a system restore point. After a short time the stuttering stops, which makes me thing is this indeed the case.

The bonuses for the AIs are theoretically determined by the AI level, but the final three difficulty levels use exactly the same AI level (as do the bottom two levels IIRC), and I can find no documentation on the difference between them.
I added all nine AIs and then changed the difficulty, though I suppose those fools might well have appeared every time I flicked back to the difficulty level selected prior to my adding more AIs.
Basically all AI have steller cartography so know where all the planets are, i think it even explains this in the instructions. Actually, it's that every race bar humans starts with Steller Cartography.

Frankly, once the difficultly slider is beyond normal, this limit should be removed.
I setup a game with nine AIs and then flicked between the difficulties. As far as I could see the top three difficulties all used the top AI difficulty for every one of those opponents, so what's the difference between the top three difficulty levels??
On certain difficulty levels you will have multiple AI intelligence levels (actually, Easy is the only one I know of, where some AIs will be Beginner and some Fool), but the smarter AIs are ALWAYS the ones on the left, and the dumb ones are ALWAYS the ones on the right. This should be randomised.
Imperium Galactica was a much simpler game than Gal Civ II, but I did like the promotion aspect of it and rather wished that section had lasted longer rather than acting as a fancy tutorial. There is an Imperium Galactica II, but I never played it. I believe the third in the series became Nexus: The Jupiter Incident.
Operating under 1.1, but haven't tried this previously. If I send a fleet of two constructors to build on a resource, the first one will build but the second one won't offer my an upgrade, rather it will fly into the same space as the mining station and then you will need to move it out of the space and back in again before you get the option to upgrade the mining station.

When a ship is built at a planet with a pre-determined rally point, it is automatically launched upon being built, but it is not always displayed outside the planet. Actually, the problem with tech trading isn't that the AIs trade amongst themselves too much, it's that you can buy a tech off one AI, then sell it to every other AI IN A SINGLE TURN and make a profit. It can become your sole source of income, and the AI just doesn't do it very well. Disabling tech trading is just really a temporary fix for people who are masters of abusing this. Best bet would be to re-install the theme (over the top) and then try to uninstall again. An alternate theory would be that you've disabled 8.3 filenames and the uninstall uses an 8.3 path to the ini or uninstaller file, and this isn't working because you've disabled that feature.
Stardock Central can, IIRC, mail you your serial at any time. Does anyone find the minor races a little unsatisfying? Its been said that they exist as a way to make money, but is there anyone else who would really prefer to see them as, literally, minor races making their own way in the galaxy, but held back in some way, like retarded AI, no tech, etc?
European CE editions didn't have a serial number. There is a link in the downloads section top-right "Bought your game in Europe?
